9 Best Applicant Tracking Systems of 2026

By the KeenVerdict research desk · Updated November 5, 2026 · Next review December 20, 2026 · 9 products scored

Our pickAshbyCompanies up to a few hundred people that hire steadily and want reporting and outreach in the same tool as the pipeline.8.7

Our verdict

Ashby ranks first because it puts sourcing, the applicant pipeline, scheduling and reporting in one product and shows its small-company price on the page. Workable is close behind and is the better buy if you want to post to hundreds of job boards and run onboarding and time off in the same tool. Breezy HR is the easiest system to hand to busy hiring managers, with unlimited users on a flat fee. Greenhouse has the deepest structured interviewing tools but needs a demo to see a price. On a tight budget, Manatal and JazzHR cost far less, and Zoho Recruit lets you start for free.

The short answer

Ashby is the best applicant tracking system for small and midsize companies with an in-house recruiter in 2026, from $400 per month on its Foundations plan. Workable suits teams that want wide job board reach and an HR system in one bill, from $299 per month for up to 20 employees. Zoho Recruit has a free plan for one active job, and Manatal is the cheapest verified paid option at $15 per user per month billed annually.

This list is for hiring managers, office managers and in-house recruiters at companies of roughly 10 to 1,000 people who need one place to post jobs, collect applications and move candidates through interview stages. Pricing models differ a lot: some tools charge a flat monthly fee with unlimited users, some charge per recruiter seat, and the larger vendors quote only after a demo. We compared documented features and published prices on each vendor's own site and scored every product on features, ease of use and value.

    Price

Foundations plan for companies up to 100 employees, shown from $400 per month; price set by company size; 10% off for annual commitments

Quoted from the Ashby pricing page on November 5, 2026: Total $ 400 /Month

Ashby is the most complete product on this list for a company that hires every month. The ATS covers job posting to its hosted board and the big boards, quick apply, referrals, an internal job board, auto-reject rules and bulk actions on candidates. On top sits a sourcing layer with outreach sequences across email and LinkedIn, talent pools and AI search over your past candidates, plus an AI review step that scores inbound applications against criteria you set for each job. Reporting is a core strength, and Ashby sells its analytics separately to teams on other systems. The Foundations plan for companies up to 100 employees is priced on the page, starting at $400 per month and rising with headcount, which is more open than Greenhouse or Lever. That price is still high for a firm filling three roles a year, and SSO costs $100 per month extra. For a 30 to 300 person company with an in-house recruiter, it is the strongest buy.

    What works

    • +Sourcing, CRM and ATS share one candidate record, so nothing needs syncing
    • +The Foundations price is shown on the page before any sales call
    • +Monthly billing is available, with 10% off for annual commitments

    What does not

    • −$400 per month is a lot for a company that hires a few people a year
    • −SSO is a $100 per month add-on on the pricing page
    • −Plans for companies above 100 employees are quote only

    Price

Standard bundle of recruiting and HR from $299 per month for 1 to 20 employees ($3,588 per year); Premier from $599 per month

Quoted from the Workable pricing page on November 5, 2026: Standard BUNDLE RECRUITING AND HR TO SAVE UP TO 20% $ 299 /month $ 3,588 /year

Workable is the easiest way on this list to get a role in front of a lot of candidates fast. One posting goes to more than 200 job boards, the careers page builder and jobs widget handle your own site, and the sourcing suite searches over 400 million profiles for people who did not apply. The pipeline side is complete for a small team: custom stages, interview kits and scorecards, self-scheduling with Gmail or Microsoft 365 sync, offer templates and EEO and OFCCP reporting. The pricing page now sells recruiting and HR together, so the Standard plan at $299 per month for up to 20 employees also brings an HR system, onboarding and time off. That is good value if you need both and less so if you already run an HRIS. Texting, video interviews and assessments cost extra on Standard, and the newer AI agents draw on credits. It is a strong default for a company of 20 to 200 people.

    What works

    • +Unlimited active jobs on every plan, subject to fair use
    • +Prices are listed for each company size band
    • +15-day free trial with no credit card

    What does not

    • −Texting ($89), video interviews ($109) and assessments ($59) are monthly add-ons on Standard
    • −The AI sourcing and screening agents use paid credits after the first 3,000
    • −The price climbs with headcount bands, so check your band before you budget

Startup $157 per month billed annually or $189 month to month; Growth from $273 per month; no free plan

Quoted from the Breezy HR pricing page on November 5, 2026: For small teams hiring regularly $157/mo $189/mo

Breezy HR is built around one screen: a pipeline where candidates move between stages by drag and drop, with automations that send a message or an interview link when a candidate lands in a stage. That makes it the easiest tool here to hand to busy hiring managers. The entry Startup plan already includes unlimited users and positions, posting to more than 50 job boards, a branded careers site with a custom domain, questionnaires that screen at the application step, self-scheduling, one-way video, EEOC and OFCCP reporting and mobile apps. At $157 per month billed annually, a flat fee with no seat count, it is good value for a team where many people interview. The limits show as you grow: reference checks sit in Growth at $273 per month, multi-path questionnaires in Business, and texting and AI credits are add-ons. There is no free plan, but the 14-day trial covers every feature.

    What works

    • +Unlimited users and unlimited positions on the entry plan
    • +Flat monthly price, so adding hiring managers costs nothing
    • +14-day free trial of every feature with no credit card

    What does not

    • −No free plan, per Breezy's own FAQ

    Price

Greenhouse is built on the idea that every candidate for a role should face the same questions and be scored on the same attributes. Interview kits, scorecards, scheduling rules, approvals for jobs and offers, and resume anonymization all serve that goal, and the Core plan adds sourcing and CRM, an AI notetaker, reporting and SSO. Plus brings texting, sourcing automation, a business intelligence connector and fraud and spam detection, while Pro adds audit logs, a developer sandbox and enterprise data controls. Few products here match its depth for a company hiring across several departments or countries. The downside for a smaller buyer is the process: the pricing page lists features but no prices, so you need a demo and a quote to compare. For a company under 50 people with a handful of roles a year, it is more system than you need. For 200 to 2,000 people with many interviewers, it is a strong pick.

    What works

    • +The deepest structured interviewing toolset on this list
    • +SSO is included from the Core plan
    • +Plans scale to multiple brands, regions and business units

    What does not

    • −No prices on the pricing page; every plan needs a demo
    • −Texting and sourcing automation need the Plus plan
    • −More setup than a small team with occasional hiring needs

    Price

US price check pending. See the Teamtailor pricing page.

Teamtailor started as a career site product and that shows in the best way: the career site and employer branding tools are the most polished here, which matters if candidates compare you with bigger employers. Behind the site sits a complete ATS with structured interviews and evaluations, smart scheduling, automated triggers and workflows, talent pools with a candidate CRM, surveys and candidate NPS, internal mobility and referrals, and advanced analytics. Its AI features are included with unlimited usage, which avoids the credit math some rivals now require. Every plan has unlimited job postings and unlimited users, and the vendor lists more than 450 integrations. The catch is buying: there are no prices on the page, only a form for a quote, and requisitions and multi-brand management are marked premium. For a growing company that hires in several countries and cares about how its jobs look, it is a strong choice once you have a written quote.

    What works

    • +Unlimited job postings and unlimited users
    • +AI features are included rather than sold as credits
    • +Support for all users, per the pricing page

    What does not

    • −Price only by quote
    • −Requisitions and multi-brand management are premium items
    • −Less suited to buyers who want to self-serve a price comparison

    Price

Hero $1,000 per year billed annually (about $83 per month); Plus $3,480 per year; Pro $5,508 per year

Quoted from the JazzHR pricing page on November 5, 2026: Hero — For Getting Started $1,000 /yr billed annually

JazzHR targets the small business owner who hires a few people a year and does not want an enterprise contract. The Hero plan costs $1,000 a year and covers posting to job boards, an applicant tracking pipeline, email templates, LinkedIn Recruiter integration and premium job listings for purchase, starting at three job postings a month. Plus, at $3,480 a year, is where it becomes a full system, with up to 200 active jobs, AI candidate matching, structured interviews and assessments, task automation and standard reports. Pro adds offers with eSignatures, advanced visual reports and a custom report builder. Paying yearly saves up to 24% compared with monthly billing. The fine print matters: standard pricing does not apply to staffing agencies, franchises, multi-location businesses or organizations over 250 employees. For a single-site company of 10 to 100 people, the Hero or Plus plan is a sensible, predictable spend.

    What works

    • +The entry plan costs $1,000 a year, among the lowest flat prices here
    • +Plus allows up to 200 active jobs
    • +Data migration from another ATS is included on select plans

    What does not

    • −Standard pricing excludes organizations over 250 employees and staffing agencies

    Manatal

A low-cost, per-user applicant tracking system with unlimited hiring managers and tiered job limits.

    Price

Professional $15 per user per month billed annually ($19 monthly); Enterprise $35; Enterprise Plus $55

Quoted from the Manatal pricing page on November 5, 2026: Professional Plan: $15 USD per user/month (billed annually), including 15 jobs and up to 10,000 candidates.

Manatal is the budget pick for a company where one or two people do the recruiting. The Professional plan costs $15 per user per month on annual billing and covers up to 15 jobs and 10,000 candidates, and hiring managers are unlimited on every plan, so a 30-person company can involve every manager for the price of one recruiter seat. That is far cheaper than a flat-fee product when only one person runs the pipeline. Moving up, Enterprise at $35 removes the job and candidate caps and adds workflow automation, and Enterprise Plus at $55 adds an advanced report builder, an open API, a candidate portal, SSO and LLM integrations. The trade-off is depth: scheduling, sourcing and job distribution are lighter than in Workable, and the 15-job limit will bind a growing company. For a small team that wants a real ATS for less than $200 a year per recruiter, it is the clearest value.

    What works

    • +The lowest verified paid price on this list
    • +Hiring managers do not need paid seats
    • +14-day free trial with no card

    What does not

    • −Professional caps you at 15 jobs
    • −Automation needs the $35 Enterprise plan
    • −Fewer native job board and scheduling features than Workable or Breezy HR

Lever was one of the first products to put a recruiting CRM and an ATS in the same database, and that is still its main appeal: recruiters can nurture passive candidates and move them into an active pipeline without exporting anything. The core platform now adds AI screening and matching, unlimited AI interview transcripts and summaries, fraud signals on applications and a reporting suite that ties hiring activity to pipeline health. Add-ons include candidate insights, an AI screening agent from VONQ on your career site, and onboarding workflows. Lever is SOC 2 Type II certified. What holds it back for this audience is the buying process: the pricing page has no numbers, only a quote form, and pricing scales with team size and needs. For a company with an active sourcing function and 100 or more staff, it is worth a demo next to Ashby. For a small team posting a few roles, it is more than you need.

    What works

    • +CRM and ATS share one candidate record
    • +Unlimited AI interview transcripts are part of the core platform
    • +SOC 2 Type II certified, per Lever

Zoho Recruit is the only product here with a permanent free plan, which makes it the natural first step for a company that hires once or twice a year. The free edition handles candidate management, email, interview scheduling and one active job per recruiter license. Standard raises that to 10 active jobs and adds sourcing, resume management, premium job boards, a branded careers site, referrals, social recruiting, assessments and standard reports. Enterprise adds AI candidate matching, blueprints, layout rules, recruitment automation, custom reports and SMS. After the 15-day trial of Enterprise features, accounts fall back to the free plan rather than being locked, and paid plans carry a 45-day money-back guarantee. The pricing page showed us euro prices only, so we have not verified a US dollar price. Its settings are deep, which helps a team that wants to customize and slows one that just wants to post a job.

    What works

    • +A permanent free plan for one active job
    • +15-day trial of Enterprise features, then a drop to Free rather than a lockout
    • +45-day money-back guarantee on paid editions

    What does not

    • −USD prices were not shown to us, so the paid price is unverified here

Before you choose

Count recruiters and hiring managers separately

Per-user tools such as Manatal and Zoho Recruit charge for recruiter seats but treat hiring managers differently: Manatal includes unlimited hiring managers, while Zoho sells them in packs of 10. Flat-fee tools such as Breezy HR and Workable include unlimited users. If many managers review candidates, a flat fee is usually cheaper.

Check job and headcount limits

Entry plans often cap something. Manatal Professional allows 15 jobs, JazzHR Hero starts at 3 postings a month, Zoho Recruit Free allows one active job, and Workable and Ashby price by company size. Match the limit to your hiring plan for the next 12 months, not this month.

Decide whether you need sourcing or just inbound

If most hires come from job boards and referrals, a pipeline tool with wide distribution is enough. If a recruiter contacts passive candidates, look for a built-in CRM and outreach sequences, which Ashby, Lever and Greenhouse include.

Price the add-ons you will use

Texting, video interviews, assessments and AI credits are often extra. On Workable Standard, texting adds $89 per month, video interviews $109 and assessments $59. Ashby charges $100 per month for SSO. Add these to the base price before comparing vendors.

Ask for a written quote from quote-only vendors

Greenhouse, Lever and Teamtailor publish features but no prices. Ask for the annual price at your headcount, any implementation fee, contract length and the price at renewal, so you can compare them with the published prices on this list.

Questions readers ask

What is the best applicant tracking system for a small business?
Ashby ranks highest on our scores for companies with an in-house recruiter, from $400 per month. For a business where many managers interview and nobody recruits full time, Breezy HR is easier and costs $157 per month billed annually with unlimited users.
Is there a free applicant tracking system?
Yes. Zoho Recruit has a permanent free plan with candidate management, email and interview scheduling for one active job per recruiter license. Most other tools on this list offer only a free trial, such as 14 days for Breezy HR and Manatal and 15 days for Workable.
How much does an ATS cost?
Published entry prices on this list run from $15 per user per month for Manatal and about $83 per month for JazzHR ($1,000 a year) to $157 per month for Breezy HR, $299 per month for Workable and $400 per month for Ashby. Greenhouse, Lever and Teamtailor price by quote.
Do I need an ATS if I already have HR software?
Some HR systems include basic hiring, but a dedicated ATS adds job board distribution, structured interviews, scheduling and recruiting reports. If you hire more than a few people a year, a dedicated ATS usually saves time. Workable bundles both if you want one vendor.
Which ATS is best for structured interviews?
Greenhouse has the deepest structured interviewing toolset here, with interview kits, scorecards, question suggestions and approvals. Ashby, Workable and Teamtailor also include scorecards and interview kits on their entry plans.
