Our verdict

Deel HR scores highest because it pairs a $5 per employee starting price with a full HR core and lets you add performance and compensation later without a migration. It is the strongest pick for teams spread across countries and still a fair price for a US-only team. Connecteam is the right call for shift-based staff who work from their phones, and Gusto is the better buy if payroll is the real problem and HR is a bonus. BambooHR is the most polished dedicated HRIS for companies over 25 people, with prices published per employee, but its flat fee is steep for very small teams. Rippling is stronger if you want one employee record to drive payroll, devices and app access, but you need a quote to see the full bill.

The short answer

Deel HR ranks first on our scores: a full HRIS from $5 per employee per month, with employees, contractors and EOR hires on one record. Connecteam and Gusto tie for second: Connecteam is free for up to 10 users and suits hourly staff, and Gusto starts at $49 per month plus $6 per person if payroll is the main job. BambooHR, a fraction of a point behind, is the most complete dedicated HR system for US companies over 25 people, from $10.25 per employee per month.

This list is for founders, office managers and first HR hires picking a system of record for employee data, time off, onboarding and reviews. Some tools are pure HR platforms, others bundle payroll or a PEO. Read the pricing unit on each entry carefully: per employee, per seat and flat base fees are not comparable at face value. We compared documented features and published prices; we did not run payroll through any of these products.

  1. No. 1, our pick

    BambooHR

A dedicated HR information system with employee records, time off, hiring, onboarding and optional payroll for US teams.

    Price

Core from $10.25 per employee per month (over 25 employees); flat $250 per month for 25 or fewer; Pro $17.50 and Elite $25 per employee per month

Quoted from the BambooHR pricing page on November 4, 2026: BambooHR pricing starts at $10.25 USD per employee per month for Core, $17.50 USD per employee per month for Pro, and $25 USD per employee per month for Elite.

BambooHR earns its reputation by doing the boring parts of HR cleanly. The Core plan stores employee records, runs time-off requests with unlimited custom policies, posts jobs, tracks candidates and sends offer letters, and it adds an AI assistant that answers routine questions from company data. Pro brings performance reviews, 360 feedback, recognition and an employee community, while Elite adds compensation planning, levels and bands, and Mercer benchmarks. The pricing page is unusually open: per-employee rates for companies above 25 people and flat monthly rates below that line. That flat rate is the catch for very small teams, since $250 a month on Core is a lot for five people. Payroll, benefits and time tracking cost extra and payroll only covers US employees. If you have 30 to 300 staff and want a proven HRIS that managers can learn quickly, it is the safest choice on this list.

    What works

    • +Prices are published per employee, with automatic volume discounts
    • +Core plan already covers records, hiring, onboarding and time off
    • +Over 150 integration partners, according to the vendor

    What does not

    • −Teams of 25 or fewer pay a flat $250 per month on Core, which is steep for a 5-person company
    • −Payroll, benefits administration and time tracking are paid add-ons
    • −Performance management needs Pro, a large jump from Core

    Connecteam

    Price

Free for up to 10 users; HR & Skills hub Basic from $29 per month for the first 30 users billed yearly ($35 monthly)

Quoted from the Connecteam pricing page on November 4, 2026: The HR & Skills Hub includes Time Off Courses Quizzes Documents Recognition Rewards Celebrations Timeline Hiring Onboarding Org Chart Basic Kick-start with the essentials $ 29 /mo For the first 30 users

Connecteam is built for workers who carry a phone, not a laptop. Its HR & Skills hub covers time off, documents, onboarding, an org chart, hiring, training courses with quizzes, and recognition and rewards. The Operations hub adds a GPS time clock and scheduling, and the Communications hub adds chat, updates, surveys and a knowledge base. Pricing is friendly to small crews: a free Small Business plan for up to 10 users, then a flat monthly price that covers the first 30 users with a small charge per extra person. The HR & Skills Basic tier is $29 a month billed yearly. The limits are clear too. Connecteam does not run payroll, and its people analytics and compensation tools are thin next to BambooHR. If you run restaurants, cleaning crews, construction or retail and most HR friction is about shifts, time off and training, it gives the most for the money.

    What works

    • +Free plan for up to 10 users with all hubs
    • +Flat price for the first 30 users, then a small per-user fee
    • +Phone-first design that hourly staff can learn quickly

    What does not

    • −Each hub is priced separately, so full coverage costs more
    • −Lighter on HR analytics and compensation than desk-based HRIS tools

    Price

Core from $5 per employee per month; Advanced and Elite tiers add performance, planning and compensation

Quoted from the Deel HR pricing page on November 4, 2026: Core starts at $5 per employee per month and covers worker profiles, org chart, time off, job architecture, workflows, approvals, anonymous reporting and people analytics.

Deel started as a way to pay international contractors and now sells a full HR system on top of that infrastructure. Core covers worker profiles, the org chart, time off, job architecture, workflows, approvals, anonymous reporting and people analytics for $5 per employee per month. Advanced adds performance reviews, goals, learning and surveys, and Elite adds workforce planning and compensation cycles with salary insights for more than 150 countries. The strongest argument is that employees, contractors and EOR hires sit on one profile, so reports cover everyone no matter how they are employed. The weaker spots: recruiting costs extra, and a US-only company gains little from the global depth. Deel says every level runs on the same data, so moving up does not mean a new system. For a remote team spread across countries, it is the best value on this list.

    What works

    • +Lowest per-employee starting price among full HRIS products here
    • +Built for many countries and worker types from the start
    • +Moving up a level does not require a migration

    What does not

    • −Recruiting is a paid add-on
    • −Best value comes when you also use Deel payroll or EOR

    Gusto

Payroll-first HR software for US small businesses, with benefits, time tracking and HR tools on higher tiers.

    Price

Simple from $49 per month plus $6 per person; Plus $80 plus $12 per person; Premium $180 plus $22 per person

Quoted from the Gusto pricing page on November 4, 2026: Simple Run basic payroll in one state. $49/mo + $6/mo per person

Gusto is the payroll tool that small business owners actually enjoy using, and its HR features grow around that core. Every plan includes unlimited payroll runs, tax filings, direct deposit, approvals, an employee app and domestic contractor payments. Plus adds time tracking, scheduling, multi-state payroll and next-day pay, and Premium adds a named advisor, HR guidance and same-day pay. Health insurance, 401(k) and business insurance are offered through Gusto, and the pricing page lists add-on fees openly. As an HR system it is lighter than BambooHR or Rippling: records and onboarding are fine, but performance and compensation tools are thin. The Simple plan also caps you at one state. For a US company under about 50 people where payroll accuracy matters most, Gusto is the easiest choice and often the cheapest total bill, since you avoid a separate payroll vendor.

    What works

    • +Clear published prices with no contract and free setup
    • +Very easy payroll runs for owners without HR training
    • +Benefits administration with no Gusto admin fee for health plans

    What does not

    • −Simple plan is limited to payroll in one state
    • −HR features such as performance tools sit on Plus and above
    • −Add-ons like next-day pay and state registration add up

    Factorial

An all-in-one HR suite for small and midsize businesses covering time, talent, payroll prep, expenses and IT.

    Price

From $8 per user per month; final plan tailored by quote

Quoted from the Factorial pricing page on November 4, 2026: Factorial starts at $8 per month, per user

Factorial packs a lot into a modest starting price. Every plan includes Factorial Core: an employee directory, onboarding and offboarding, payslip distribution, bulk documents and legal e-signature. From there you add modules: time off with unlimited policies, time tracking with geolocation and QR clock-in, shift planning, 360 reviews, recruiting with AI CV parsing, training, expenses with receipt OCR, and even device management and SaaS license control. That breadth suits a 50 to 300 person company that wants one tool for HR and day-to-day admin. Two caveats. The pricing page only states a floor of $8 per user per month and then asks you to request a tailored quote, so the real bill depends on modules. And US buyers should confirm what the payroll module covers in their state before assuming it replaces a payroll provider. For time and attendance plus HR basics at a fair price, it is a good shortlist candidate.

    What works

    • +Broad module list for the starting price
    • +Strong time tracking and shift tools for hourly teams
    • +Every plan includes the Core employee portal and e-signature

    What does not

    • −Final price requires a tailored quote
    • −The pricing page lists no per-module prices
    • −Breadth of modules can make the admin area busy

    Rippling

A modular workforce platform where one employee record drives HR, payroll, benefits, devices, app access and spend.

    Price

From $8 per employee per month plus a monthly base fee; full price by custom quote

Quoted from the Rippling pricing page on November 4, 2026: Rippling plans start at $8 per employee per month, with a monthly base fee.

Rippling is the most ambitious product here. Every module reads from one employee record, so a new hire can trigger payroll setup, benefits enrollment, a laptop order and app accounts in one flow, and a termination can revoke access as fast as it stops pay. The catalog runs from HRIS, recruiting and performance to global payroll, employer of record, device management, expense cards and bill pay, all with shared reporting and Workflow Studio automations. The trade-off is buying. The pricing page states a floor of $8 per employee per month plus a base fee, then sends you to sales, so you cannot price a full stack without a call. A small company that only needs records and time off will pay for breadth it does not use. Mid-sized companies with HR and IT both stretched will get the most from it. Ask for a written quote that lists every module and fee.

    What works

    • +Widest product range on this list, from HR to IT to finance
    • +Onboarding can create accounts, ship devices and start payroll from one hire
    • +Can import year-to-date payroll to switch mid-year

    What does not

    • −Real cost depends on a sales quote and the modules you pick
    • −A base fee on top of per-employee pricing hurts very small teams
    • −So many modules that setup and admin take real effort
    Starting price
$8 per employee per month plus base fee

    Justworks

Payroll software and a PEO for US small businesses, with HR tools and access to large-group health insurance.

    Price

Payroll from $8 per employee per month plus $50 base fee; PEO Basic $79 and PEO Plus $124 per employee per month

Quoted from the Justworks pricing page on November 4, 2026: Payroll & HR Tools with access to Time Tracking $8 /month/employee + $50/month base fee

Justworks sells two products. The Payroll plan is software: $8 per employee per month plus a $50 base fee for payroll, HR tools and time tracking access. The PEO plans make Justworks a co-employer, which means it handles compliance, workers' comp and benefits administration and lets small teams buy into large-group health insurance. PEO Basic is $79 and PEO Plus is $124 per employee per month, so the bill climbs quickly. In return you get 24/7 support, HR consulting and less compliance risk, which many seed-stage startups value more than software features. The HR tools themselves are modest: onboarding, PTO, documents, a directory and basic reports. If you need performance reviews or detailed analytics, pair it with another tool. Choose Justworks when benefits and compliance are the headache; choose a pure HRIS when data and workflows are.

    What works

    • +Published prices with no implementation fee
    • +PEO Plus gives small teams access to large-group health plans
    • +Round-the-clock support on PEO plans

    What does not

    • −PEO pricing per employee is high for low-wage or part-time staff
    • −HR tools are basic next to dedicated HRIS products
    • −Benefits features are mostly limited to the PEO tiers

Zoho People is the budget HRIS with a long feature list. The free plan covers up to five users with an employee database, time off and documents. Paid tiers build up in steps: Essential HR adds onboarding, HR reports and the Zia AI bot; Professional adds attendance, timesheets and rosters; Premium adds performance, compensation and engagement; Enterprise adds an HR help desk, a learning system and a sandbox. Every paid plan has a 30-day trial and 24/5 email support. The trade-offs are polish and simplicity. Setup has many options and the admin screens are denser than BambooHR's, so expect to spend time configuring forms and workflows. We could not confirm the USD price from our location, so check the pricing page in your own region. Quoted from the Lattice pricing page on November 4, 2026: Engagement Transform feedback into measurable improvements Key Features Pulse Onboarding & Exit Surveys Action Planning eNPS AI Analysis & Trends also includes 1:1s Weekly Updates Feedback Q&A Boards $4 seat/month

Lattice is not trying to be your employee database. It is the tool you put on top of one to run reviews, goals and surveys well. Performance covers review cycles, calibration, talent reviews, promotions, PIPs and succession planning. Goals & OKRs handles cascading goals with Salesforce and Jira connections, and Engagement runs pulse, onboarding and exit surveys with eNPS and AI trend analysis. Each base product includes 1:1s, weekly updates and feedback, and Lattice publishes per-seat prices for all of them, from $4 for Engagement to $10 for Performance. Compensation and Grow are add-ons, and Lattice sets a minimum annual agreement of $4,000, which rules it out for very small teams. Because it is not a system of record, you still need an HRIS for employee files, payroll and time off, so the true cost is Lattice plus that tool. For companies that already have records sorted and want managers to run better reviews, it is one of the most focused options available.

    What works

    • +Modular per-seat pricing published for each product
    • +Strong review and calibration workflows
    • +Integrates with HRIS tools such as Workday

    What does not

    • −Not an HRIS: no payroll, benefits or full time-off management

Before you choose

Decide if you need payroll in the same system

An HR system stores people data. Payroll moves money and files taxes. Buying both from one vendor removes double entry, which is why Gusto, Rippling and Justworks lead with payroll. If you already have a payroll provider you like, a standalone HRIS such as BambooHR, Factorial or Zoho People is usually cheaper and easier to switch later.

Price it at your real headcount

Most HR software charges per employee per month, and several add a monthly base fee. BambooHR charges a flat monthly rate below 26 employees. Multiply the per-employee price by everyone on payroll, add any base fee, then add the modules you will actually turn on, such as performance reviews or time tracking.

Check what sits behind a sales call

Rippling, Factorial and Zoho People at larger sizes ask you to request a quote. That is normal for modular products, but it makes side-by-side comparison harder. Ask for a written quote with the base fee, per-employee price, implementation fees and contract length before you sign.

Match the tool to how your staff work

Desk-based teams live in email and a laptop, so a web HRIS is fine. Hourly and field workers need a phone-first app with time clock, scheduling and chat, which is where Connecteam is built to compete. Global teams need local time-off rules and contractor handling, a strength of Deel.

Separate HR from performance management

Performance tools like Lattice do reviews, goals and engagement surveys, but they are not a system of record. Pair them with an HRIS if you need employee records, documents and time off in one place.

Questions readers ask

What is the best HR software for a small business?
Deel HR ranks highest on our scores, from $5 per employee per month. BambooHR is the most complete dedicated HR system for US companies over 25 employees, from $10.25 per employee per month. If payroll is your main need, Gusto starts at $49 per month plus $6 per person. Very small teams can start free with Connecteam (10 users) or Zoho People (5 users).
How much does HR software cost per employee?
Published starting prices on this list run from $4 per seat for Lattice Engagement and $5 for Deel HR Core to $10.25 for BambooHR Core. Several vendors add a base fee: Rippling and Justworks charge one on top of per-employee pricing, and Gusto starts at $49 per month plus $6 per person.
Is there free HR software?
Yes. Connecteam offers a free plan for up to 10 users across its hubs, and Zoho People has a free plan for up to 5 users with employee records, time off and documents. Both are useful for very small teams but limit features compared with paid tiers.
What is the difference between an HRIS and a PEO?
An HRIS such as BambooHR or Deel HR is software that stores employee data and runs HR workflows. A PEO such as Justworks becomes a co-employer and takes on payroll, tax and benefits administration, which is why PEO prices like $79 per employee per month are much higher than HRIS prices.
Do I need separate performance management software?
Only if your HRIS lacks it or does it poorly. BambooHR Pro, Deel HR Advanced and Zoho People Premium include reviews. Lattice is a specialist tool, from $10 per seat per month for Performance, that sits on top of an HRIS.
