10 Best VoIP Phone Services of 2026
By the KeenVerdict research desk · Updated November 6, 2026 · Next review December 21, 2026 · 10 products scored

Our verdict
RingCentral RingEX is the best cloud phone system for most small and midsize businesses: its entry plan already includes unlimited domestic calling, call recording, business texts, toll-free minutes and 300-person meetings, and it scales to multi-site companies. Dialpad is the closest alternative and the better buy if you want AI transcripts and call summaries on the $15 plan, while Nextiva adds shared inboxes and basic ticketing for customer-facing teams. Quo and Ooma Office are the simplest to run for small offices, Zoom Phone fits companies already on Zoom, Vonage has the lowest promotional entry price, Aircall leads on CRM integrations, and 8x8 and GoTo Connect suit larger firms willing to get a quote.
The short answer
RingCentral RingEX is the best VoIP phone service for small and midsize businesses that want calls, texts and meetings on one plan in 2026, from $20 per user per month paid annually. Dialpad suits teams that want AI call transcripts and summaries on the cheapest plan, at $15 per user per month billed annually. Vonage Business Communications has the lowest listed entry price at $13.99 per line per month under a 12-month promotion.
This list is for small and midsize businesses replacing desk phones or an old office PBX with a cloud phone system that handles calls, business texts and voicemail. We compared documented features and published prices for 10 services and scored each on features, ease of use and value. Prices are the cheapest paid plan in US dollars as shown on the vendor's own page on the day we checked. Where a vendor publishes no price or showed us only another currency, the price is marked as pending. Taxes and regulatory fees are extra with most providers.

Core from $20 per user per month paid annually, $30 paid monthly
Quoted from the RingCentral RingEX pricing page on November 6, 2026:
Core Unify calls, meetings, and chat in an all-in-one, professional app. $20 Price when paid monthly: $30 /user/month
RingEX is the broadest all-in-one phone system we compared. The Core plan, at $20 per user per month paid annually or $30 paid monthly, already covers unlimited domestic calling, on-demand call recording, 100 toll-free minutes, 25 business texts per user each month and video meetings for up to 300 people, with an AI Virtual Assistant included. Advanced at $25 adds CRM integrations, links several sites under one account and raises the allowances to 1,000 toll-free minutes and 100 texts per user. Ultra at $35 brings 10,000 toll-free minutes, 200 texts, webinars and unlimited storage. Extras such as the AI Receptionist, which starts at $39, a Call Queues booster and a Business SMS booster are priced separately, so a busy front desk can push the bill up. The trial is limited to five users and two desk phones, and SMS is not available during the trial. For a company replacing a traditional office phone system, it covers the most ground in one contract.
What works
- +Calling, texting, meetings and chat are all in the entry plan
- +Clear upgrade path for multi-location companies on Advanced
- +Free trial for new subscribers covers up to five users
What does not
- −Core caps business texts at 25 per user per month
- −CRM integrations start on Advanced at $25 per user per month paid annually
- −Taxes and regulatory fees are added on top of the plan price
- Plans
- Core, Advanced, Ultra, plus an AI Customer Engagement Bundle

Standard $15 per user per month billed annually; 14-day free trial
Quoted from the Dialpad pricing page on November 6, 2026:
Standard $15 user/month Seamless customer and team communication with unlimited calls, AI-powered meetings, and built-in messaging
Dialpad Connect stands out because its AI features are not an upsell. The Standard plan at $15 per user per month billed annually includes unlimited calls, team messaging and video meetings, along with real-time call transcription, voicemail transcription and AI Recaps that summarize calls and list action items. Pro at $25 adds key CRM integrations, 24/7 support and management for multiple offices, which most growing companies will want. Enterprise is quoted by sales and adds single sign-on, user access controls, unlimited office locations and a 99.9% uptime commitment. The apps run on desktops, phones, tablets and desk phones, and Dialpad supports local numbers in more than 50 countries for companies with staff abroad. The trade-offs are that the CRM link waits until Pro and that Dialpad warns the displayed price can change with region and currency. For a small business that wants searchable call notes from day one, it is the easiest strong option on this list.
What works
- +AI transcripts and summaries are part of the entry plan
- +Runs on desktop, mobile, tablet and desk phones
- +14-day free trial of Dialpad Connect
What does not
- −Key CRM integrations require the Pro plan at $25

NEXT Core from $15 per user per month on annual billing
Quoted from the Nextiva pricing page on November 6, 2026:
NEXT Core For small teams $ 15 /user/mo $23 Save 35%
Nextiva has moved beyond a plain phone line into a customer conversation platform, and that shows in the entry plan. NEXT Core costs $15 per user per month on annual billing and includes unlimited voice and video, 100 business texts per user, team collaboration, skills-based routing, shared team and personal inboxes and a basic CRM and ticketing system. It also includes 50 AI transcriptions, 50 AI summaries and 50 AI answer assist conversations per month. NEXT Engage at $25 adds live chat and a chatbot, 500 texts, 2,000 toll-free inbound minutes, single sign-on with Okta or Microsoft Entra ID and virtual faxing. NEXT Scale at $75 targets larger sales and service teams with unlimited texts and AI. The XBert AI employee is billed separately at $1.50 per conversation. Small businesses that mainly need extensions and voicemail may find the interface busier than they need, but companies that answer customer calls all day get more service tooling here than from most rivals.
What works
- +Customer service tools such as ticketing and shared inboxes come with the phone plan
- +Low entry price for a full business phone
- +24/7 phone, chat and email support listed on its plans
What does not
- −AI transcription and summaries are capped at 50 each per month on Core
- −Live chat, toll-free minutes and single sign-on need NEXT Engage at $25

Starter $15 per user per month billed annually, $19 billed monthly; 7-day free trial
Quoted from the Quo pricing page on November 6, 2026:
$ 15 Per user/per month Billed annually at $ 180
Quo keeps the business phone simple. Starter costs $15 per user per month billed annually or $19 monthly and gives each user one new or ported local or toll-free number, calling and texting to US and Canadian numbers, voicemail transcripts and access to the Quo API. Every plan also includes Sona, an AI agent that can answer calls, with 1,000 free automation credits, which Quo equates to about 10 calls; more credits cost from $25 per month. The catch is that Starter leaves out features many offices expect, including phone menus, call transfers, group calling and automatic call recording. Those arrive on Business at $23 per user per month billed annually, together with AI call summaries, analytics and HubSpot and Salesforce integrations. Scale at $35 adds AI call tags and priority support. For a small team that lives in text threads and shared numbers, Quo is the quickest system here to get running.
What works
- +Very short setup for small teams
- +Annual billing saves $48 per user per year on Starter
- +Quo API and MCP connectors are included on every plan
What does not
- −Starter lacks phone menus, call transfers and auto call recording

Essentials $19.95 per user per month, no contract
Quoted from the Ooma Office pricing page on November 6, 2026:
Essentials $19.95 Per User / Per Month No Contract Necessary
Ooma Office suits small offices that want a dependable phone line and a virtual receptionist more than a large collaboration suite. Essentials costs $19.95 per user per month with no contract and includes unlimited calling across the US, Canada, Mexico and Puerto Rico, a virtual receptionist, the mobile app, digital fax and one free toll-free number with 500 inbound minutes a month. It does not include text messaging, which arrives on Pro at $24.95 along with the desktop app, call recording, enhanced call blocking and video meetings for 25 people, but only up to 250 texts a month. Pro Plus at $29.95 adds AI transcriptions, CRM integration, team chat, hot desking, call queuing and up to 1,000 texts. AI Receptionist and AI Answering Service are sold as add-ons on every plan. Pricing is per user and the plans are easy to compare, which makes Ooma simple to budget for. Teams that text customers heavily will outgrow the caps.
What works

- +Calling to Mexico and Puerto Rico included alongside the US and Canada
- +Free number transfer and one direct-dial number per user
What does not
- −Essentials has no text messaging or desktop app

- 8.5

Zoom Phone makes most sense for companies that already hold their meetings in Zoom. It is sold as a calling plan added to Zoom Workplace, so calls, meetings and chat live in one app and one admin portal. Zoom lists domestic calling on unlimited or metered plans, domestic SMS and MMS, 50 pages of online fax per month, a domestic phone number, call recording and metered international calling. AI features include post-call summaries, voicemail prioritization, task extraction and summaries of shared team text threads, and a Virtual Agent receptionist can answer calls around the clock. Zoom provides phone service in more than 49 countries and lets customers bring their own carrier, with a 99.999% uptime SLA. The pricing page we fetched showed only zloty and euro, so we could not confirm a USD price, and that is reflected in our value score. Firms that do not use Zoom for meetings will find more phone-focused features elsewhere on this list.
What works
- +Calls, meetings and chat share one app and one management portal
- +99.999% uptime SLA listed by Zoom
- +Integrations with Salesforce, Slack, Microsoft and Google
What does not
- −Pricing page showed us zloty and euro rather than USD
- −International calls are metered on standard plans
- −Unlimited domestic calling depends on which calling plan you choose

Essentials $30 per license per month billed annually, minimum 3 licenses
Quoted from the Aircall pricing page on November 6, 2026:
The Essentials plan starts at $30/license/month (billed annually)
Aircall is built for teams whose calls need to land in a CRM or help desk. Essentials costs $30 per license per month billed annually, with a minimum of three licenses, and includes unlimited calls within the US and Canada, SMS and MMS, a shared team inbox, call recordings with AI transcripts, IVR menus with business-hours rules, basic dashboards and more than 250 integrations such as Salesforce, HubSpot, Zendesk and Shopify. It also includes 50 minutes per month of AI Voice Agents, which can answer and resolve calls. Professional at $50 adds AI call summaries, smart routing based on CRM data, queue callbacks, a Power Dialer, call whispering and barge, and full API access. Enterprise is for 25 or more licenses and adds single sign-on and HIPAA and SOC 2 compliance commitments. The minimum seat count and higher per-license price make it a poor fit for a two-person office, but sales and support teams get strong integrations.
What works
- +Widest CRM and help desk integration catalog we saw for a phone system
- +Power Dialer and smart routing on Professional
- +Annual billing saves 25% over monthly
What does not
- −Minimum of 3 licenses on every plan

Mobile $13.99 per line per month under a 12-month promotion, list price $19.99, plus taxes and fees
Quoted from the Vonage Business Communications pricing page on November 6, 2026:
12-MONTH PROMOTION $19.99 SAVE 30% $13.99 per month/per line plus taxes & fees
Vonage Business Communications keeps its entry plan inexpensive and app-based. Mobile is listed at $19.99 per line per month, shown at $13.99 under a 12-month promotion, plus taxes and fees. It covers the mobile and desktop apps, unlimited domestic calling, SMS and MMS and voicemail, but not desk phones. Premium, listed at $29.99 and $20.99 on promotion, adds VoIP desk phone support, team messaging, video meetings for up to 200 people, the App Center with more than 20 integrations and single sign-on. Advanced, listed at $39.99, adds on-demand call recording capped at 15 hours per month, visual voicemail with transcription and call groups. The structure is easy to follow, but useful extras such as recording and call groups sit in the top tier, and the promotional rate lasts a year. It is a reasonable low-cost option for app-first small businesses, with fewer built-in AI features than the leaders here.
What works
- +Lowest promotional entry price we saw on this list
- +Texting is included on the cheapest plan
- +More than 20 third-party integrations on Premium
What does not
- −The Mobile plan does not support VoIP desk phones
- −Call recording is limited to 15 hours per month on Advanced only

8x8 WorkUnified communications app for calls, video meetings and team messaging that shares a platform with 8x8's contact center.

- 7.0
8x8 Work is aimed at organizations that want one platform for calling, meetings and messaging, with room to grow into a contact center. The phone side covers auto attendants, intelligent routing, ring groups and call queues, business SMS and MMS, cloud fax and voicemail to email, on desktop, web, mobile and desk phones. 8x8 runs native phone service in more than 50 countries and backs the platform with a 99.999% uptime SLA. Meetings, team channels and AI features such as live transcription, meeting summaries, voicemail to text and noise suppression are built into the same app, and AI Studio lets customers build voice agents for after-hours calls. When a call moves from the contact center to back-office staff, the customer history travels with it because both share one data model. The drawback for small businesses is cost visibility: 8x8 does not publish prices, so you must request a quote, and its breadth brings more setup than the simpler tools on this list.
What works
- +99.999% uptime SLA across calls, meetings and contact center
- +Phone system and contact center share customer data
- +AI summaries and transcription built in without a separate tier
What does not
- −No public pricing; you need a quote
- −More configuration than the simpler small business tools here
- −Best value comes from using several 8x8 products together
- Uptime
- 99.999% SLA
- Native phone service

Custom quote only for every plan; no published prices
Quoted from the GoTo Connect pricing page on November 6, 2026:
An award-winning smart business phone system that combines advanced cloud-based telephony with built-in meeting and messaging capabilities. Contact Sales
GoTo Connect gives administrators a lot of control over how calls move through the business. The Phone System plan includes unlimited auto attendants and call queues, customizable dial plans, video meetings for up to 250 people, mobile and desktop apps and 24/7 support, and GoTo lists free calls to 50 countries. The AI Receptionist tier adds a virtual receptionist with 100 AI credits that answers calls, books appointments, routes callers by name and sends SMS follow-ups. Customer Experience plans add WhatsApp, social and SMS campaigns, web chat, surveys, a team inbox and an attendant console, and CX Complete combines everything. AI meeting summaries and an in-portal admin assistant are also available. GoTo customers quoted on its site describe managing changes themselves without dedicated IT staff. The weak point for small buyers is price transparency: every tier currently goes through sales, so you cannot compare costs online.
What works
- +Admins can change call flows without calling the vendor
- +24/7 support with a stated 99.999% reliability
- +Virtual fax and toll-free numbers available
What does not
- −Every plan is priced through sales
- −AI Receptionist and advanced reporting cost extra
- −Customer experience channels such as WhatsApp need higher plans

- Phone System, Phone System + AI Receptionist, Customer Experience, CX Complete
- Meetings

Before you choose
Count texts, not just minutes
Most plans include unlimited domestic calling, but business texting is often capped. RingCentral Core allows 25 texts per user per month, Nextiva Core 100 and Ooma Pro 250, while Ooma Essentials has no texting at all. If customers text you often, check the allowance before you compare prices.
Check where phone menus and recording start
Auto attendants, call transfers, call queues and recording are not always in the entry plan. Quo Starter has no phone menu or call transfers, Vonage records calls only on Advanced, and Ooma adds call queuing on Pro Plus. List the call handling features you use today and price the plan that has them.
Compare annual and monthly prices
Headline prices usually assume annual billing. RingCentral Core is $20 paid annually and $30 paid monthly, and Quo Starter is $15 annually and $19 monthly. Ooma is one of the few with a flat no-contract monthly price. Promotional rates such as Vonage's 12-month offer also change after the first year.
Plan the move of your existing numbers
Vonage, Ooma, Quo, Zoom Phone and GoTo Connect all document number porting, which keeps the number customers already know; confirm it with any vendor before you sign. Porting takes time, so keep the old line active until the transfer completes, and decide which staff need direct numbers and which can share a main line or call queue.
Decide whether you need a CRM link
Sales and support teams benefit when calls log themselves in the CRM or help desk. Aircall has more than 250 integrations, while RingCentral and Dialpad add CRM integrations on their second tier. If nobody uses a CRM, a simpler plan saves money.
Questions readers ask
- What is the best VoIP phone service for a small business?
- RingCentral RingEX ranks first because its $20 Core plan, paid annually, includes unlimited domestic calling, call recording, business texts, toll-free minutes and video meetings. Dialpad is the best alternative at $15 per user per month billed annually, with AI call transcripts and summaries included.
- What is the cheapest VoIP phone service?
- Among published prices we checked, Vonage Business Communications Mobile was the lowest at $13.99 per line per month under a 12-month promotion, with a list price of $19.99. Dialpad, Nextiva and Quo all start at $15 per user per month on annual billing.
- Can I keep my existing business phone number when switching to VoIP?
- Usually, yes. Vonage, Ooma Office, Quo, Zoom Phone and GoTo Connect all document number porting on their sites. Keep your current line active until the port finishes so you do not miss calls during the move.
- Do VoIP phone services include business texting?
- Most do, but with limits. Quo, Vonage and Aircall include texting on their entry plans, RingCentral Core includes 25 texts per user per month and Nextiva Core 100, and Ooma includes texting only from its Pro plan.
- Do I need desk phones for a cloud phone system?
- No. Every service here works through desktop and mobile apps, so staff can call from a computer or smartphone. Desk phones remain an option on most plans, but Vonage supports them only from its Premium plan.
