10 Best Time Tracking Software of 2026
By the KeenVerdict research desk · Updated November 6, 2026 · Next review December 21, 2026 · 10 products scored
Our verdict
Toggl Track ranks first because staff actually use it, billable rates start on the $9 Starter plan, and Premium adds approvals and profitability. Harvest is close behind and is the better pick if you want invoices built in. Clockify is the value leader, with invoicing and approvals at $5.49 per seat. Everhour is the choice for teams that live in Asana, ClickUp or Jira, and TimeCamp has the best free plan for larger teams. Hubstaff and Time Doctor suit remote operations that need proof of work, Timely suits consultants who forget timers, Paymo suits small agencies that want projects and invoices in one app, and QuickBooks Time suits firms already on QuickBooks Online.
The short answer
Toggl Track is the best time tracking software for agencies and consultants in 2026, with billable rates from $9 per user per month on annual billing. Harvest suits consultants who invoice from tracked hours, also from $9 per seat, and Clockify is the best value with invoicing and approvals at $5.49. Clockify and TimeCamp are the cheapest paid options at $3.99 per user per month, and TimeCamp's free plan has no user cap.
This list is for agencies, consultancies and remote teams that bill clients for hours, track project time against budgets or need clean timesheets for payroll. We compared documented features and published prices for ten tools. They fall into three groups: timer-first trackers such as Toggl Track, Clockify and TimeCamp; billing-first tools such as Harvest and Paymo that turn hours into invoices; and monitoring-heavy tools such as Hubstaff and Time Doctor that add activity data and screenshots. Prices below are per user per month on annual billing unless stated.

Free plan for a limited number of users; Starter from $9 per user per month billed annually
Quoted from the Toggl Track pricing page on November 6, 2026:
Starter $9 per user per month Start 30-day trial
Toggl Track is the tool most likely to get an entire team logging time, which is the hardest part of any billable hours program. Staff can start a timer from the web app, desktop app, phone or browser extension, or fill time in calendar, list and board views, and idle detection catches forgotten timers. The free plan covers a small team with timers and calendar sync. Starter, at $9 per user per month on annual billing, adds billable rates, team reports, tags and timeline views, which is enough for many agencies. Premium at $16 adds what finance teams ask for: labor costs, profitability reports, fixed fee projects, project dashboards with actuals against estimates, timesheet approvals and single sign-on. Toggl does not send invoices, so you export hours to your accounting tool. It also states that it does not take screenshots of staff screens, which suits firms that want accurate time without monitoring.
What works
- +Free plan covers timers, calendar sync and personal reports
- +Billable rates start on the cheapest paid plan
- +Explicit no screenshots, no surveillance position that staff accept
What does not
- −Timesheet approvals and profitability need the $16 Premium plan
- −No built-in invoicing, so billing happens in another tool
- −Time off and capacity planning are paid add-ons
- Free plan

Price
Free for up to 5 users; Basic from $3.99 per seat per month billed annually ($4.99 monthly)
Quoted from the Clockify pricing page on November 6, 2026:
US$ 3.99 per seat /month billed annually (or US$4.99 if billed monthly)
Clockify packs a lot of billing features into very low per-seat prices. The free plan covers up to five users with unlimited tracking, a timer, timesheet, auto tracker, calendar view, idle detection, Pomodoro timer and reports. Basic, at $3.99 per seat per month on annual billing, adds billable rates, adding time for other people, bulk edits, required fields, a kiosk and time audit. Standard at $5.49 is where most agencies land, with invoicing and recurring invoices, approvals, time locking, attendance and overtime, a manager role and a QuickBooks integration. Pro at $7.99 adds expenses, budgets and estimates, labor cost and profit, scheduling, forecasting, GPS tracking and optional activity monitoring. The trade-off is complexity: five tiers and a long feature grid mean you have to read carefully to find which plan holds approvals or rounding. The interface is plainer than Toggl's, but the price per seat is hard to beat.
What works
- +Lowest paid entry price on this list at $3.99 per seat
- +Invoicing and approvals arrive on the $5.49 Standard plan
- +Desktop, mobile, kiosk and browser apps on the free plan
What does not
- −Free plan is capped at 5 users
- −Plan grid has five tiers, so finding the right feature takes work
- −Activity monitoring and GPS tracking need Pro

Free for 1 seat and 2 projects; Teams from $9 per seat per month billed annually ($108 per seat per year)
Quoted from the Harvest pricing page on November 6, 2026:
starting from $9 seat/month $108 per seat, billed annually
Harvest is the tool for firms where tracked time has one destination: the client invoice. Every plan includes time tracking, expense tracking, invoicing and project estimates, and projects can be time and materials or fixed fee. The free plan gives one seat and two projects, which fits a freelancer testing the workflow. Teams starts at $9 per seat per month on annual billing, $108 per seat per year, and adds unlimited seats, team reporting and accounting and payment integrations. Enterprise at $14 adds profitability reporting, timesheet approvals, an activity log, required notes and SAML single sign-on. Read the pricing note closely: the base rate covers core features, and extra invoices, projects, clients and tasks are billed by usage as you grow. That can make costs harder to forecast for a busy agency. For a consultancy that sends a few dozen invoices a month, Harvest removes a step that most trackers leave to other software.
What works
- +Invoices are built in, so billing does not need a second tool
- +Free plan suits a solo freelancer with up to 2 projects
- +Prices are shown in USD with a clear annual discount
What does not
- −Extra invoices, projects, clients and tasks are billed by usage above the base rate
- −Timesheet approvals and profitability reports need Enterprise at $14
- −Custom reports are capped at 4 below Enterprise
- Free plan
- 1 seat, 2 projects

Price
Free for up to 5 seats; Team $8.50 per seat per month billed yearly, minimum 5 seats
Quoted from the Everhour pricing page on November 6, 2026:
8 .50 Monthly / per Seat, billed yearly
Everhour is built around a simple idea: staff should track time in the tool where the work already lives. It adds a timer to tasks in Asana, ClickUp, Jira, Linear, Monday, Notion, Trello, Basecamp, Wrike and GitHub, so a designer logs hours on the same card the account manager assigned. The free plan covers up to five seats with time tracking, projects and tasks, reports and export. The single Team plan costs $8.50 per seat per month on yearly billing with a minimum of five seats, and includes every feature: native integrations, billing, budgeting and invoicing, budget alerts, time off, resource planning, expenses and SSO with advanced permissions. Everhour states that it does not gate features behind higher tiers, which makes pricing easy to forecast. The five-seat minimum means a solo consultant pays for seats they do not use, and the value drops if your team plans work in a tool Everhour does not support.
What works
- +One paid plan with every feature, so no tier hunting
- +Timers sit inside the task tools staff already use
- +Free plan covers up to 5 seats
What does not
- −Team plan needs at least 5 seats
- −Free plan has limited features
- −Less useful if your team does not use a supported project tool
- Free plan
- Up to 5 seats, limited features
- Free trial
- 14 days of all features

Free plan for unlimited users; Starter from $3.99 per user per month billed annually ($5.49 monthly)
Quoted from the TimeCamp pricing page on November 6, 2026:
3.99 /mo per user billed annually or $5.49 month-to-month
TimeCamp has the most generous free plan here: unlimited users and unlimited projects with timesheets, web, desktop and mobile apps and two-factor authentication. That makes it easy to roll out to a whole company before anyone pays. Starter, at $3.99 per user per month on annual billing, adds invoicing, attendance, time off, overtime tracking, bulk edits and project templates. Agencies that bill by the hour will want Premium at $6.99, which adds billable time, budgets and estimates, app and website tracking, private time, time rounding and one integration. Ultimate at $9.99 brings timesheet approvals, billing rates, expenses, labor costs, fixed fee projects, screenshots, SSO and unlimited integrations. So the features many agencies need are spread across three tiers, and the real price is often $6.99 or $9.99 rather than $3.99. The interface is busier than Toggl or Harvest, but the price per seat stays low at every step.
What works
- +Free plan has no user or project cap
- +Invoicing is included from the $3.99 Starter plan
- +Self-hosted and private cloud options for enterprise buyers
What does not
- −Billable time and budgets need Premium at $6.99
- −Timesheet approvals and billing rates need Ultimate at $9.99
- −AI Time Tracker is billed separately by token usage

Starter from $4.99 per seat per month billed annually ($7 monthly), 2 seat minimum; 14-day free trial
Quoted from the Hubstaff pricing page on November 6, 2026:
Starter $ 4 99 / seat / mo 2 seat minimum.
Hubstaff is built for teams where the people tracking time are spread across countries and often paid as contractors. Starter, at $4.99 per seat per month on annual billing with a two-seat minimum, covers time tracking and activity levels. Grow at $7.50 adds time off, invoices and payments, and Team at $10 adds scheduling, expenses and daily limits. Across the product, Hubstaff offers optional screenshots, app and URL usage, idle time tracking, GPS job sites that clock people in and out, overtime rules and project cost budgets, plus integrations with Jira, Asana, QuickBooks, Gusto, Deel, Wise and PayPal. That mix is strong for a virtual assistant agency or BPO that bills clients for monitored hours and then pays workers from the same data. It is a harder sell for creative agencies, where screenshots and activity scores can hurt trust. There is no free plan, only a 14-day trial and a 30-day money-back guarantee.
What works
- +Pays contractors from tracked hours through payment integrations
- +Apps for Windows, macOS, Linux, iOS, Android and Chrome
- +30-day money-back guarantee on top of the free trial
What does not
- −No permanent free plan, only a 14-day trial
- −Two-seat minimum on every self-serve plan
- −Activity monitoring can feel intrusive to client-facing staff

Price
Starter from $9 per user per month billed yearly ($11 monthly), up to 5 users and 20 projects
Quoted from the Timely pricing page on November 6, 2026:
$9 usd/mo per user per mo. billed yearly
Timely takes a different route from timer-based tools. Its desktop and mobile apps record time spent in apps and websites in the background, then AI drafts a timesheet that the user reviews and confirms. For lawyers, accountants and consultants who forget to start timers, that can recover hours that would otherwise go unbilled. Starter costs $9 per user per month on yearly billing and is capped at five users and 20 projects, with automatic tracking, AI categorization, project health, billable hour reports and API access. Premium at $16 lifts limits to unlimited projects and 50 users and adds project management and accounting integrations, team management, budgets, costs and planning. Unlimited at $22 adds capacity management, overtime and undertime and 50+ currencies. There is no free plan, and monthly billing costs more at $11, $20 and $28. The price per seat is high, but for a small firm it can pay for itself in recovered hours.
What works
- +Background tracking catches hours that manual timers miss
- +Starter includes billable hour reports and API access
- +Mobile apps add GPS location tracking
What does not
- −No free plan
- −Starter is capped at 5 users and 20 projects
- −Higher per-user price than most trackers here

Price
Free for 1 user; Solo $9.9 per month for 1 user ($5.9 for the first 3 months), Plus $15.9 per user per month
Quoted from the Paymo pricing page on November 6, 2026:
Solo $5.9 / month after 3 months: $9.9
Paymo is a project management app where time tracking is a core feature rather than an add-on, which suits small agencies that do not want separate tools for tasks, hours and invoices. The free plan is limited to one user but includes unlimited time tracking and invoices for one client and two projects. Solo costs $9.9 per month after an introductory $5.9 for three months, still for one user, and adds flat rate and retainer projects, calendar and kanban views and guest access. Teams need Plus, listed at $15.9 per user per month after the intro period, which adds active timers, bulk time entries, timesheet reports, project templates, project profitability, recurring invoices, estimates and expenses, and API access. Pro at $23.9 adds Gantt charts, timesheet approvals, employee scheduling and workload, and leave management. The price per seat is higher than pure trackers, but it replaces a project tool and an invoicing tool too.
What works
- +Projects, tasks, time and invoices in one app
- +Retainer and flat rate projects suit agency contracts
- +Free plan includes unlimited invoices
What does not
- −Free and Solo plans are limited to 1 user
- −Team features start at $15.9 per user after the intro offer
- −More setup than a standalone time tracker

Basic from $6.67 per user per month billed annually ($8 month-to-month); 14-day free trial
Quoted from the Time Doctor pricing page on November 6, 2026:
$6.67 per user / month billed annually or $8 month-to-month
Time Doctor sits closer to workforce analytics than to agency billing. Basic, at $6.67 per user per month on annual billing or $8 month-to-month, includes automatic tracking, projects and tasks, a timeline report, screenshots, online and offline tracking and team groups. Standard at $11.67 is the plan most teams will need, adding schedules, attendance, time approvals, activity summaries, web and app usage reporting, productivity ratings, leave and break tracking, payroll and 60+ integrations. Premium at $16.70 adds AI benchmarks, unusual activity detection such as mouse jiggler checks, video screen recording, an executive dashboard, an open API, single sign-on and client login access, which lets outsourcing firms show customers the work behind an invoice. For a BPO or support center, that depth of reporting is the point. For a design studio or law firm billing by the hour, most of it is overhead, and the monitoring tone may not suit staff who bill senior rates.
What works
- +Detailed productivity and attendance reporting
- +Client login access lets customers see their tracked work on Premium
- +Add-ons let Basic and Standard buyers pick extra reports
What does not
- −No permanent free plan
- −Time approvals and payroll need Standard at $11.67
- −Monitoring focus is a poor fit for creative or senior consulting teams

QuickBooks Time makes the most sense when your books already run in QuickBooks Online, which Intuit requires for the product. Time Premium covers the Workforce app for tracking, submitting and approving time, sync to QuickBooks payroll and invoicing, time off, alerts and notifications, photo attachments, a time kiosk and unlimited support. Time Elite adds mileage tracking, project tracking, estimates against actual hours, a project activity feed and timesheet signatures for sign-offs, which helps consultancies and contractors that bill by project. Pricing combines a monthly base fee that includes one admin with a per-user fee, and Intuit often runs introductory discounts, so check the current figure before you compare. We could not confirm the US price from our location, so the price check is pending. For a firm on QuickBooks, removing the export step between timesheets, payroll and invoices is the main benefit. For anyone else, the base fee and account requirement make it a weak choice.
What works
- +Hours sync directly into QuickBooks payroll and invoices
- +Kiosk and mobile clock-in suit mixed office and field teams
- +Unlimited customer support on every plan
What does not
- −Requires a QuickBooks Online account
- −Base fee plus a per-user fee costs more than most trackers here
- −Project budgets and estimates versus actuals need Time Elite

Before you choose
Decide where invoices will come from
Harvest, Clockify Standard, TimeCamp, Paymo and Everhour can send invoices from tracked hours. Toggl Track and Timely do not, so you export hours to your accounting tool. If you bill many clients each month, built-in invoicing removes a step.
Find the plan with approvals and billable rates
Approvals and rates are often one or two tiers above the entry price. Approvals sit on Toggl Premium at $16, Harvest Enterprise at $14, Clockify Standard at $5.49 and TimeCamp Ultimate at $9.99. Price the tier you will really use.
Choose a stance on monitoring
Hubstaff and Time Doctor offer activity levels, screenshots and app tracking, which suit outsourcing firms that must prove hours to clients. Creative and senior consulting teams often resist this. Toggl states it takes no screenshots of staff screens.
Check minimums and caps
Hubstaff has a two-seat minimum and Everhour a five-seat minimum. Clockify's free plan stops at 5 users and Timely Starter at 5 users and 20 projects. TimeCamp's free plan has no user cap.
Match integrations to your stack
Everhour embeds timers inside Asana, ClickUp, Jira and Trello. Toggl Premium connects Jira and Asana, Clockify Standard syncs with QuickBooks, and QuickBooks Time needs a QuickBooks Online account. Run a free trial with one real client project before you commit.
