8 Best Employee Scheduling Software of 2026

By the KeenVerdict research desk · Updated November 5, 2026 · Next review December 20, 2026 · 8 products scored

Our pickConnecteamRetail, healthcare and field teams of up to 30 people that want scheduling and a time clock at a flat monthly price, or a free account for 10 users.8.8

Our verdict

Connecteam ranks first because its $29 Operations Hub covers AI scheduling, open shifts, replacement requests and a GPS time clock for up to 30 users, and its free plan covers 10. Homebase is the best value for a single busy location, since paid plans include unlimited employees for one flat fee. Deputy has the deepest forecasting and labor law tools and is the pick for multi-site retail and healthcare. When I Work is a close fourth with auto scheduling on its $2.50 plan, though its time clock is an add-on. Sling has the best free plan, and 7shifts is the specialist choice for restaurants.

The short answer

Connecteam is the best employee scheduling software for hourly shift teams in 2026: free for up to 10 users and $29 per month for the first 30 on its scheduling and time clock hub. Homebase suits single-location restaurants and shops at $30 per location with unlimited employees, and Deputy suits multi-site and healthcare teams from $5 per user. Sling is the cheapest option, free for up to 30 users with paid plans from $1.70 per user per month.

This list is for managers who build schedules for hourly staff in retail, hospitality and healthcare and need three things to work every week: building the schedule, letting staff swap or pick up shifts, and a time clock that feeds payroll. We compared documented features and published prices for eight tools. Pricing units differ a lot: some vendors charge per user, Homebase and 7shifts charge per location, and Connecteam charges a flat fee for the first 30 users. Check which unit matches your headcount before comparing.

    Price

Free for up to 10 users; Operations Hub (scheduling and time clock) from $29 per month for the first 30 users, billed annually

Quoted from the Connecteam pricing page on November 5, 2026: Basic Kick-start with the essentials $ 29 /mo For the first 30 users

Connecteam treats scheduling as one piece of a wider app for people who work away from a desk. The Operations Hub bundles the job scheduler with a time clock, forms and quick tasks. Managers can auto-schedule with AI that considers availability, roles, labor rules and cost, repeat schedules daily or weekly, and get alerts before booking overtime. Employees confirm shifts in the app, claim open shifts and request replacements, both with approval, and a live attendance view shows who is late or missing. Pricing is unusual: the Basic tier costs $29 a month on annual billing for the first 30 users, then $0.80 per extra user, and a free plan covers up to 10 users with all hubs. That makes it very cheap for a 25-person store or clinic. The catch is that chat, HR and training are separate hubs with their own prices, so the full bundle costs more than the headline figure.

    What works

    • +Free plan covers every hub for up to 10 users
    • +Flat price for the first 30 users keeps small team costs predictable
    • +Chat, forms, training and HR tools live in the same app

    What does not

    • −Each hub is priced separately, so scheduling plus chat plus HR adds up
    • −Above 30 users the per-user add-on rises sharply on higher tiers
    • −Teams of 11 to 30 who stay on the Limited plan lose some trial features

    Price

Lite from $5 per user per month; Core $6.50; Pro $9; monthly plans carry a $30 minimum spend

Quoted from the Deputy pricing page on November 5, 2026: Lite Everything you need to get started with scheduling and time tracking $5 per user per month (USD excl. all applicable taxes)

Deputy is the most complete scheduling system here for businesses where compliance and labor cost decide the schedule. Even the $5 Lite plan includes scheduling, timesheets, a time clock, labor law compliance, shift swaps with replacement finding, leave and availability management, and messaging. Core, at $6.50 per user per month, adds the features that justify Deputy's reputation: auto-scheduling, demand forecasting, wage and labor budgets, micro-scheduling and biometric clocking. Pro adds location hierarchies, pay centers and single sign-on. Deputy AI is included in every plan and accepts plain requests such as replacing a sick worker's shifts for the week. For a hospital unit or a 10-store retail group, these controls save real time. Small teams pay for complexity they may not use, and monthly billing carries a $30 minimum. Payroll by Paycor, HR and analytics are paid add-ons.

    What works

    • +Deepest compliance and forecasting tools on this list
    • +Per-user pricing scales cleanly across many locations
    • +Add-ons for payroll, HR and analytics in the US

    What does not

    • −Auto-scheduling and forecasting need Core, not Lite

    Price

Free Basic plan for 1 location and up to 10 employees; Essentials $30 per location per month with unlimited employees

Quoted from the Homebase pricing page on November 5, 2026: $30 / location / month unlimited employees

Homebase is built for the owner who runs one or two locations and does the schedule on a Sunday night. The free Basic plan covers one location and up to 10 employees with basic scheduling, a time clock and POS integration. Essentials, at $30 per location per month on annual billing, removes the employee cap and adds the tools hourly teams use most: availability and time-off requests, shift trades and cover requests, open shift claiming, geofenced mobile clock-in, photo capture on shared tablets and automatic reminders. Plus adds an AI Scheduling Assistant that can turn a photo of an old paper schedule into a digital one. Because the price is per location, a 40-person restaurant pays the same as a 12-person cafe. That advantage fades for chains, where every site adds a full fee, and payroll is a separate add-on.

    What works

    • +Per-location pricing with unlimited employees on paid plans
    • +Free plan for one location and up to 10 employees
    • +Payroll, tip pooling and hiring add-ons when you need them

    What does not

    • −Shift trades, availability and mobile geofenced clock-in need Essentials
    • −Multi-location groups pay the fee again for every site
    • −AI Scheduling Assistant and PTO controls sit on the $70 Plus plan

Employee scheduling with open shifts, swaps, forecasting and team messaging, plus an optional time and attendance module.

    Price

From $2.50 per user per month for single-location teams; multi-location from $5; time tracking is an add-on

Quoted from the When I Work pricing page on November 5, 2026: When I Work pricing starts at just $2.50 per user per month for single-location teams

When I Work keeps its focus on the schedule and the people who work it. The Essentials plan, from $2.50 per user per month for single-location teams, already includes auto scheduling, multi-week and multi-location scheduling, templates, forecast tools, in-app messaging, and OpenShifts with shift swapping. Pro, at $5, adds scheduling rules, role permissions, labor sharing, custom reporting and a setting that lets staff report callouts within 24 hours. Premium adds API keys, webhooks and SSO. Time tracking and attendance is a toggle you add to any plan, with GPS and geofence clock-in. The pricing page sells it as simple, and it is, though the time clock is not part of the base price, which matters if clock-in is half of why you are buying. There is no free plan, only a 14-day trial.

    What works

    • +Low entry price with unlimited users
    • +Auto scheduling included on the cheapest plan
    • +No contracts; switch plans or cancel at any time, per the vendor

    What does not

    • −Time tracking and attendance is a separate toggle on each plan
    • −Scheduling rules and role permissions need the $5 Pro plan
    • −No permanent free plan

    Sling

    Price

Free for up to 30 users; Premium $2 per user per month billed monthly or $1.70 billed annually; Business $4 or $3.40

Quoted from the Sling pricing page on November 5, 2026: Premium Take it to the next level by adding tools for tracking time and optimizing labor costs. $ 2.00 1.70 per user per month

Sling has the most useful free plan on this list for teams under 30. Free covers shift scheduling, long-term schedules built months in advance, time-off approvals, an available shifts view, news pages and private messaging. Premium, at $2 per user per month or $1.70 on annual billing, adds mobile time tracking, labor cost management checked against sales, overtime tracking and group messaging. Business, at $4 or $3.40, adds a kiosk time clock on a shared device and payroll reports. Sling is now owned by Toast, and Toast restaurant customers can buy it from the Toast Shop. The trade-off is depth: there is no published auto-scheduling or labor law engine like Deputy offers, and the time clock is not free. For a small shop, cafe or volunteer group that mainly needs everyone to see the schedule and message each other, it is hard to beat on price.

    What works

    • +Free plan for up to 30 users is the most generous here
    • +Paid plans start under $2 per user on annual billing
    • +Prices shown in USD with a 15-day free trial

    What does not

    • −The time clock needs a paid plan
    • −Kiosk clock-in and reports need the Business plan
    • −Fewer compliance and forecasting tools than Deputy

7shifts is the specialist on this list: it serves restaurants only, and its features follow that choice. The free Comp plan builds and publishes schedules for one location with up to 15 employees, lets staff offer up, trade and claim open shifts, and handles availability and time-off requests. Essentials adds advanced scheduling, team messaging and a basic time clock for up to 30 employees per location. Pro adds PTO accruals, labor compliance and labor cost tools, advanced time clocking and a manager log book. Premium includes tip management, task management, labor forecasts and employee training. Paid plans are priced per location with employee caps, and the page we fetched showed prices in Canadian dollars, so we have not verified a USD figure. Retail and healthcare managers should look elsewhere, but a full-service restaurant gets tools that general schedulers do not offer.

    What works

    • +Designed only for restaurants, so roles and tips fit food service
    • +Free Comp plan for single locations up to 15 employees
    • +Payroll, tips and team performance in one product

    What does not

    • −Paid plans cap employees per location below Premium
    • −Not suited to retail or healthcare teams

    Price

Free for up to 20 users at 1 location; Starter $2 per active team member per month billed annually, $2.50 monthly; Premium $4 or $5

Quoted from the ZoomShift pricing page on November 5, 2026: Starter Top-notch scheduling and time tracking for growing organizations. $2

ZoomShift is a plain, inexpensive scheduler that covers the basics well. The free Essentials plan handles schedules, reminders, shift confirmation and notes for up to 20 users at one location, scheduling up to two weeks ahead. Starter, at $2 per active team member per month on annual billing or $2.50 monthly, unlocks unlimited users and locations, templates, availability, shift cover requests and swaps, timesheets with a time clock, breaks and PTO tracking, and a payroll report. Premium, at $4 or $5, adds auto-scheduling, overtime warnings, a geofence clock, rules that block early or late clock-ins and a schedule versus timesheet view. It does not try to match Deputy on forecasting or compliance, and its integration list is shorter. For a small retailer or care team that wants swaps and a clock without a large bill, it is a fair, low-cost pick.

    What works

    • +Starter includes swaps and a time clock for $2 per member
    • +Unlimited locations on paid plans
    • +Free plan for up to 20 users

    What does not

    • −Free plan limits you to 1 location and 2 weeks ahead

Agendrix covers scheduling, communication and requests on its Essential plan and adds HR management, surveys and custom permissions on Plus. The scheduler supports drag-and-drop editing, copying schedules, automatic shift length calculations and read confirmations, so managers can see who has viewed the schedule. Time and attendance is an add-on: staff clock in from a tablet, phone or computer, hours flow into timesheets, and the system highlights clock-in and break times that differ from the schedule. Timesheets export to payroll through integrations. Agendrix publishes per-user prices with a 10% yearly discount, but the page we fetched does not say which currency they are in, so we list its price as pending. It is a capable mid-range option, though the time clock costs extra and the feature list is shorter than Deputy or Connecteam.

    • +Free trial of up to 21 days with no credit card
    • +Payroll integrations for exporting timesheets

Before you choose

Work out the price at your headcount

Per-user tools such as Deputy, When I Work and Sling grow with every hire. Per-location tools such as Homebase cost the same for 12 or 40 staff at one site. Connecteam charges a flat fee for the first 30 users. Price each tool for your real number of staff and sites, including managers.

Check that swaps and open shifts are on your plan

Shift swaps, cover requests and open shift claiming are what cut the manager's phone calls. Deputy and When I Work include them on their cheapest plans. Homebase and ZoomShift put them on their first paid plan, and Sling's free plan shows available shifts only.

Decide whether the time clock is included

Some tools bundle the time clock with scheduling, others sell it separately. When I Work and Agendrix sell time and attendance as an add-on, and Sling needs a paid plan. If you need geofenced mobile clock-in or a shared tablet kiosk, confirm which tier includes it.

Match compliance tools to your industry

Healthcare and large retail employers often need break rules, fatigue limits, qualifications and overtime alerts before a schedule goes out. Deputy has the broadest set of these controls. Restaurants that pool tips should look at 7shifts or the Homebase Tip Manager add-on.

Use the free plan or trial with a real week

Every tool here offers a free plan or trial. Load one real week of shifts, have two or three employees install the app, and test a swap, a time-off request and a clock-in. That shows more than any feature grid.
