By the KeenVerdict research desk · Updated November 6, 2026 · Next review December 21, 2026 · 10 products scored

Our pickDeelCompanies that want EOR hires, contractors and US co-employment managed from one platform on month-to-month terms.8.8

Our verdict

Deel offers the broadest product for one published price: EOR in 130+ countries, contractors and a US PEO in one account, with no long-term contract. Remote is the close alternative for buyers who want every hire on an entity the provider owns, and it charges no base fee or standard deposit. Papaya Global and G-P cover 180+ countries for teams hiring widely, with Papaya starting $100 lower. Multiplier and Playroll publish rates under $500, Rippling fits companies already on its HR platform, Atlas HXM and Oyster focus on hands-on service, and Skuad has the lowest published price at $199.

The short answer

Deel is the best employer of record service for most companies hiring abroad in 2026, covering 130+ countries from $599 per employee per month on month-to-month terms; Remote suits buyers who want owned entities and no standard deposit at $599 on annual contracts. Skuad is the cheapest published option at $199 per employee per month.

This list is for companies that want to hire full-time employees in a country where they have no legal entity. An employer of record (EOR) becomes the legal employer in that country, runs local payroll, taxes and benefits and keeps contracts compliant, while you direct the work. We compared documented features and published prices on each vendor's own pages; we did not run hands-on tests. Scores weigh features at 40 percent, ease of use at 30 and value at 30. Prices are USD starting rates per employee per month as shown on the check date. EOR quotes vary by country and salary, so treat each figure as a floor.

    Price

EOR from $599 per employee per month; US PEO from $125; contractors from $49

Quoted from the Deel pricing page on November 6, 2026: Starting at $599 per EOR employee per month

Deel is the most complete choice for a company that expects its international team to mix employees, contractors and US staff. The EOR service employs people in 130+ countries and covers contracts, payroll, tax filings, benefits administration and local compliance, starting at $599 per employee per month. The same account handles contractors from $49 per month, Contractor of Record from $325 and a US PEO from $125 per employee, so a startup can convert a contractor to a full-time hire without moving vendors. Benefits listed on the pricing page include healthcare, dental, vision, mental health, fertility and 401(k). Deel says its pricing is month-to-month with no long-term commitment, which suits teams testing a new market. The limits are coverage and certainty: 130+ countries trails the 180+ listed by Papaya Global and G-P, and the published figure is a floor, so get a written quote for each country before you sign.

    What works

    • +Month-to-month pricing with no long-term contract required
    • +Contractors, Contractor of Record, EOR and PEO sit in one platform

    Price

EOR from $599 per employee per month on annual contracts; global payroll from $29

Quoted from the Remote pricing page on November 6, 2026: Starting at $599 employee per month, for annual contracts

Remote is the strongest pick for a buyer who wants the provider itself, not a local partner, to be the legal employer. It states that every hire is employed through 100% owned entities with no third parties, and that payroll, benefits, legal and HR support are handled in-house. The EOR plan starts at $599 per employee per month for annual contracts and includes onboarding with a dedicated specialist, built-in compliance protections and localized benefits, with the Remote Platform included and no base fee. Remote reports an average onboarding time of three days and says it does not charge a standard deposit, which lowers the cash needed to make a first hire. The trade-offs are reach and flexibility: coverage is 90+ countries, the lowest on this list, and the headline price assumes an annual term. Companies that grant equity also pay $39 per employee per month for Remote Equity.

    What works

    • +Remote says it uses owned entities with no third parties
    • +No base platform fee and no standard deposit fee
    • +Global payroll from $29 and contractor tools on the same platform

    What does not

    • −The $599 rate is tied to annual contracts
    • −90+ countries is the smallest coverage on this list
    • −Equity administration costs an extra $39 per employee per month

Core $459 and Growth $519 per person per month billed annually; Enterprise custom

Quoted from the Multiplier pricing page on November 6, 2026: $459 per person/mo, billed annually

Multiplier is the most transparent of the lower-priced providers. Its pricing page lists two EOR tiers: Core at $459 per person per month billed annually, covering hiring, onboarding, payroll, attendance and leave, and standard workforce insights; and Growth at $519, which adds onboarding automation at scale, integrations with HRIS, expense, accounting and payroll systems, custom reports and open APIs. An Enterprise tier is quoted. Multiplier says it operates through owned legal entities in 160+ countries with no third-party partner in the employment chain and onboards most hires in 72 hours or less once documents are submitted. The page promises cancel-anytime terms and no credit card to start, and a cost calculator shows country-level employment costs before you talk to sales. Read the small print: compliance-mandated add-ons and implementation fees can apply on top of the plan price, and the listed rates assume annual billing.

    What works

    • +Lowest published tiered price among the owned-entity providers here
    • +Cancel anytime, no credit card required to start
    • +Public cost calculator by country

    What does not

    • −Compliance-mandated add-ons and implementation fees can be extra
    • −Integrations and APIs need the higher Growth plan
    • −The $459 rate requires annual billing

    Price

EOR from $499 per employee per month; Contractor of Record from $199; payroll from $29

Quoted from the Papaya Global pricing page on November 6, 2026: Employer of Record (EOR) starting from $499 per employee/month

Papaya Global pairs broad coverage with one of the lower published EOR prices. Its EOR plan starts at $499 per employee per month and lists hiring in 180+ countries, full payroll and benefits, immigration services, auto-generated country-specific contracts, time and attendance tracking, automated statutory payments, liability coverage and worker wallets for receiving pay. Support runs 24/7 with in-country experts. Because Papaya grew out of global payroll and payments, the same platform also offers Contractor of Record from $199, a contractor payments tool from $5 and Payroll Plus from $29 for countries where you already have an entity. Papaya lists SOC 1, SOC 2, ISO 27001, ISO 27701 and GDPR compliance, which helps security reviews at larger buyers. The catch is that every plan routes through a quote, so treat $499 as a minimum and compare written offers for the countries you need.

    What works

    • +Among the widest coverage on this list at 180+ countries
    • +Lower starting price than Deel, Remote and G-P
    • +Papaya lists SOC 1, SOC 2, ISO 27001, ISO 27701 and GDPR compliance

    What does not

    • −Prices are quoted, so the $499 floor may rise by country
    • −The platform is built around payments and payroll, which adds setup for very small teams
    • −No self-serve sign-up shown on the pricing page

G-P EOR from $599 per employee per month with volume discounts; G-P Contractor from $39

Quoted from the G-P (Globalization Partners) pricing page on November 6, 2026: Starting at USD 599 per employee/month

G-P, the company long known as Globalization Partners, is a solid choice for large employers that need breadth. G-P EOR covers onboarding through offboarding in 180+ countries, generates locally compliant employment contracts, pays staff in 150+ currencies and adds agentic reporting and custom APIs for linking to existing HR systems. The EOR starts at $599 per employee per month, and the pricing page says volume discounts are available, which matters more to a company hiring dozens of people than to one making a first hire. G-P Contractor starts at $39 per contractor per month and drops below that for firms paying more than 10 contractors. A separate product, G-P Gia, offers AI compliance guidance at $500 per seat per month with a 14-day free trial. For a small team, the price is at the higher end and the proposal-based sales process is slower than self-serve rivals, so it scores lower on value.

    What works

    • +Coverage of 180+ countries ties for the widest on this list
    • +Volume discounts are offered on EOR
    • +Contractor tool from $39 with rates below that for 10+ contractors

    What does not

    • −$599 starting price is above Papaya, Multiplier and Playroll
    • −Pricing runs through a proposal request
    • −The AI compliance assistant is a separate $500 per seat product

    Price

US price check pending. See the Rippling pricing page.

Rippling makes the most sense for a company that already uses it for HR, payroll or device management. Its EOR service handles legal employment, compliance and payroll in 115 countries, generates the right contracts and documents for each new country and updates for wage or time-off law changes. Payroll can be edited up to three days before payday with instant gross-to-net figures, and major markets allow unlimited off-cycle runs. In-country advisors help with contracts, work eligibility and terminations, and Rippling publishes a 95% CSAT score and a 29-second average response time. The main draw is that EOR employees sit in the same org chart, reports, onboarding, reviews and surveys as direct hires, so HR does not run a second system. The pricing page states only that Rippling plans start at $8 per employee per month plus a base fee; the EOR rate is quoted, so we marked it pending and scored value conservatively.

    What works

    • +EOR staff appear in the same org chart and reports as direct hires
    • +Rippling publishes support metrics: 95% CSAT and a 29-second average response
    • +Same onboarding, reviews and surveys for every employee

    What does not

    • −No public EOR price; platform plans start at $8 per employee with a base fee
    • −115 countries is fewer than the 160 to 180+ of several rivals
    • −Best value only if you use other Rippling modules

    Price

EOR from $599 per employee per month with volume pricing; AOR $199 per contractor

Quoted from the Atlas HXM pricing page on November 6, 2026: Starts At $599 per employee / month

Atlas HXM builds its pitch around what it calls a direct EOR model: it employs workers through legal entities it owns and operates in 160+ countries rather than through partner firms. The EOR plan starts at $599 per employee per month, with volume pricing for larger multi-country teams, and covers payroll, tax and compliance, country-specific guidance and an employee self-service app. Listed benefits include healthcare, dental, vision, mental health, travel and 401(k) where available. Visa sponsorship and relocation in 75+ countries is offered as an add-on. For contractors, the Agent of Record plan costs $199 per contractor per month with 12-month classification protection up to $100,000 and monthly, cancel-anytime billing. Atlas describes its service as white-glove, which suits companies that want a named contact. It lands mid-table because its starting price equals Deel and Remote while its software range is narrower.

    What works

    • +Atlas says it does not use third-party EOR partners
    • +Volume pricing for larger, multi-country teams
    • +SSO with Okta, Microsoft and Google Workspace

    What does not

    • −$599 starting price matches Deel and Remote without their wider product range
    • −Visa and relocation support is a paid add-on
    • −Fewer self-serve tools than platform-first rivals

    Price

EOR from $399 per employee per month, no minimum commitments

Quoted from the Playroll pricing page on November 6, 2026: From $ 399 Per Month. No Minimum Commitments.

Playroll offers the broadest coverage at the lowest rate among the mid-priced providers. Its EOR plan starts at $399 per employee per month with no minimum commitments and lists hiring in 180+ countries, unlimited admin users, team roles and permissions, automated contract signatures with multiple signatories, onboarding tracking and detailed invoice reports. Payroll tools cover payment currency choice, bulk expense approval, leave balances and accruals, time approvals and bonus or commission planning up to 12 months ahead, plus public holiday data for 180+ territories. Playroll says it charges no onboarding or offboarding fees, but it does require a fully refundable deposit equal to one month's salary for each new employee, which ties up cash at the start. The feature table lists GDPR, SOC 2 and IP protection. It scores below the leaders on features because it lacks a US PEO, a full HR suite or published support metrics.

    What works

    • +Low $399 starting price with no minimum commitments
    • +No onboarding or offboarding fees
    • +GDPR and SOC 2 listed on the feature table

    What does not

    • −A refundable deposit equal to one month's salary is required per hire

EOR $699 per employee per month, annual discounts available; contractors $29

Quoted from the Oyster pricing page on November 6, 2026: USD 699 per employee/month

Oyster aims at US companies hiring abroad for the first time and puts guidance at the center. The EOR plan costs $699 per employee per month, with annual discounts available, and covers compliant employment in 120+ countries, payroll in 120+ currencies, automated expenses, time off and reports, and onboarding and offboarding specialists backed by local experts. Add-ons include benefits packages, visa sponsorship, salary bands for 130+ countries and People Partner Services HR advisory at $300 per hour. Oyster's FAQ says onboarding and terminations are included in the subscription fee, though EOR hires require a refundable deposit. The contractor product is free for 30 days and then $29 per contractor per month. Oyster ranks lower on value because its published EOR price is $100 above Deel, Remote and G-P, and its 120+ country coverage is narrower than several cheaper options.

    What works

    • +Pricing page states setup, onboarding and terminations are covered by the subscription

Quoted from the Skuad pricing page on November 6, 2026: Hire, pay and manage employees Starting from $199 per employee/month

Skuad, now presented as Payoneer Workforce Management, has the lowest published EOR price we found: $199 per employee per month, with bigger discounts as you onboard more people. The plan includes local employment agreements, personalized onboarding support, payroll in 70+ currencies, labor law and tax compliance, benefits administration options, dedicated account managers, help center access and a unified dashboard with third-party integrations. Skuad says it can employ full-time staff in 160+ countries. For contractors it offers an Agent of Record plan from $99 and a payments-only tool from $19 per contractor per month. The trade-off is the model: Skuad's FAQ says it uses local partners and entities, while Remote, Atlas and Multiplier stress owned entities, which some buyers prefer for accountability. Currency coverage is also narrower than rivals. For a team hiring a few people on a tight budget, the price gap is large enough to justify a quote.

    What works

    • +Lowest published EOR starting price on this list at $199
    • +Volume discounts for more onboardings
    • +Dedicated account managers on every plan

    What does not

    • −Uses a mix of local partners and entities rather than only owned entities

Before you choose

Check country coverage first

Coverage ranges widely. Remote lists 90+ countries, Rippling 115, Oyster 120+, Deel 130+, Multiplier, Atlas HXM and Skuad 160+, and Papaya Global, G-P and Playroll 180+. Confirm every country on your hiring plan before you compare prices, since a provider that cannot employ in one market forces a second vendor.

Ask whether the provider owns the entity

Some EORs employ staff through their own local companies and others use partner firms. Remote, Atlas HXM and Multiplier say they use owned entities, while Skuad says it uses local partners and entities. Owned entities give one line of accountability; partner models can extend reach at a lower price.

Read the starting price as a floor

Published rates run from $199 at Skuad to $699 at Oyster, but most vendors quote by country. Ask for the full monthly cost per hire, including mandatory benefits, implementation fees and add-ons such as Multiplier's compliance-mandated extras or Remote's $39 equity add-on.

Plan for deposits and contract terms

Playroll asks for a refundable deposit equal to one month's salary and Oyster also requires a refundable deposit, while Remote says it charges no standard deposit. Remote's and Multiplier's listed prices assume annual terms; Deel offers month-to-month pricing and Playroll states no minimum commitments.

Think about where the rest of your team lives

If you already run HR or US payroll on Rippling, its EOR keeps global hires in the same org chart and reports. Deel adds a US PEO and contractor tools to the same account. A standalone EOR is simpler if you only need a few hires abroad.

Published starting rates on this list run from $199 per employee per month at Skuad to $699 at Oyster. Deel, Remote, G-P and Atlas HXM all start at $599, Papaya Global at $499, Multiplier at $459 billed annually and Playroll at $399. The final rate depends on the country and is usually quoted.
Is an EOR the same as a PEO?
No. A PEO co-employs staff in a country where you already have an entity, sharing employer duties. An EOR is the sole legal employer in a country where you have none. Deel and Remote offer both, with US PEO plans from $125 and $99 per employee per month respectively.
Do EOR providers require a deposit?
Some do. Playroll requires a refundable deposit equal to one month's salary per hire and Oyster requires a refundable deposit for EOR team members. Remote says it charges no standard deposit, and Papaya Global lists no deposit on its Contractor of Record plan.
When should a company set up its own entity instead?
An EOR is fastest for a few hires or for testing a market, with onboarding in days at providers such as Remote and Multiplier. As headcount in one country grows, the monthly EOR fee per person can exceed the cost of running a local company, which is when many firms move to their own entity and use global payroll instead.
