The short answer

42% of US adults used a VPN in 2026, up from 32% a year earlier, according to Security.org's survey of 1,008 adults. Demand spikes when governments add age checks or block platforms: Top10VPN measured UK VPN demand up 1,987% after Online Safety Act checks began in July 2025, and Access Now counted a record 313 internet shutdowns in 2025. For businesses, VPNs are also a target: Verizon found VPN was the connection type in 44% of access offers sold by initial access brokers.

Our reading of the data

VPN use in the US rose in 2026. Security.org found 42% of adults used one, up from 32% in 2025, with personal-only use rising to 25%. Privacy (56%) and security (51%) remain the top reasons, but 36% of respondents wrongly believed a VPN alone protects a device from malware. Among non-users, 39% said they simply did not need one.

The US market is concentrated. NordVPN rose to 24% of US users and Proton VPN to 15%, while other brands fell from 31% in 2023 to 11% in 2026. Paid users reported an average cost of $21 per month. Ownership is a concern with free apps: the Tech Transparency Project found 20 of the top 100 free VPN apps in Apple's US App Store were owned from mainland China or Hong Kong without clear disclosure, with more than 70 million US downloads.

Government action is a major driver of demand. Top10VPN measured UK demand up 1,987% two days after Online Safety Act age checks began in July 2025, Missouri up 350% in November 2025 and Australia up 330% in March 2026. Freedom House counts age-assurance laws in 10 of the 38 countries it covers, and Access Now recorded 313 internet shutdowns and 94 platform blocks in 2025.

For businesses, the VPN is both a common control and a common way in. Eurostat found 49.64% of EU enterprises used a VPN in 2024, and 36% of UK businesses use one for remote staff. Verizon's 2025 report found edge devices and VPNs were 22% of exploitation targets, up from 3%, its 2026 report found VPN access in 44% of initial access broker offers, and Mandiant found exploits were the top initial infection vector in 2025 at 32% of intrusions.

How much do people pay for a VPN?

How these figures were chosen

Consumer usage, brand and price figures come from Security.org's survey of 1,008 US adults run in August 2026, so they describe the US only; Security.org updates the same page each year, and the figures here are from the 2026 edition. Demand spikes from Top10VPN and Proton are changes against a recent baseline, not user counts, and come from each company's own data. Shutdown and censorship counts come from Access Now and Freedom House. Business adoption data come from official surveys (Eurostat, UK DSIT), and attack data from Verizon, Microsoft and Mandiant. Zscaler sells VPN alternatives and Proton sells a VPN, so we note this where their figures appear. Pew's 2023 figures are the latest on those habits and are labeled with their year. Each quote was copied from the source page and rechecked on 2026-11-04. Every quote was copied from the publisher's page and re-checked by our source checker. Read the methodology.
